I downloaded an e-book from library, then opened up an account
on Blio on my Android. When I typed by e-mail and PW, a message came up stating there was an error communicating with authentication server.
Typically that happens when you log in for the first time. The app only saves your state upon existing so on the first log in, there will likely not be any metadata saved to your settings.xml (which is needed to authenticate with the server). If you simply close the app and reopen it, the issue should go away.
